I think to a very large degree, the speed at which you read is set by the time you've reached 12 years old.

For instance, by 12 I had read all 300 shelf-feet of childrens and young adult books in the tiny library near our house. The only reason I hadn't read every page in that library was due to over-protective/zealous christian parents.

That said, most of the whole article is bunkum. You read fast because you don't view reading as a chore, but as a treat. The one piece of good advice in there is to scale properly: start by reading each and every letter. We call this phonics, and it's the only way to learn on your own how to read new words. Then you can read each word, then each sentence, and finally paragraph at a time.

Of course, when you reach my level of reading, you read page at a time, which is mostly to annoy people who try to read over my shoulder. >:)

Yes, most people do stop developing at or near puberty in order to concentrate on more pressing developmental matters. I do, however, believe that it is possible to exert conscious control over things like this later in life.
